In September 2025, a majority of IPC members voted against both a full and partial suspension of Russia and Belarus, paving the way for their return in Milano-Cortina.

However, the IPC does not directly manage the six sports at the Winter Paralympics. Several specialized federations, including the International Ski and Snowboard Federation (FIS), maintained their own bans. Russia and Belarus subsequently appealed to the Court of Arbitration for Sport (CAS) and won.
